Charles Lee Dugger, 61, of Lynchburg, Virginia, passed away peacefully, with his family by his side, on Monday, March 2, 2026. He was the devoted husband of Kay Rice.
Born on September 18, 1964, he was the son of Ernest M. Dugger, Jr., and the late Barbara Foust Dugger.
Charles was a master plumber and owner of Dugger Plumbing Corp., which he opened after working alongside his father for many years. He took great pride in his work. Known for his friendly service, he built lasting relationships with his customers whom he considered his friends.
Charles was a member of Holy Trinity Lutheran Church. He loved restoring his truck and going to car shows. His wish was for his friends to drive their classic cars to his service. Being a passionate fisherman, his free time was often spent on the water with one of his fishing buddies. His love for the river extended to spending time with what he fondly called his “river family,’ creating memories that will be treasured by all. His love for God guided him in all that he did. Those who knew him will remember him as the bright light in any room.
In addition to his wife, he is survived by his parents, Ernest and Patti Dugger; his brother, Daniel Dugger (Ashley); his aunt, Pat Moore and numerous aunts, uncles and extended family members. Charles is also survived by his mother-in-law, Doris Duff and his former mother-in-law, Wanda Shelton.
In addition to his mother, he was preceded in death by his, brother his David Dugger.
A funeral service will be held on Thursday, March 5, 2026, at 2:00 p.m. at Holy Trinity Lutheran Church, with Pastor Dennis Roberts officiating. Interment will follow at Holy Cross Catholic Cemetery.
The family would like to extend their heartfelt gratitude to Dr. Matthew J. Reilley and the oncology team at UVA for their excellent care; his cousin, Jay Dugger, for being by his side, and to all those who supported him during his journey.
